It is pixel fan art for Portal. It shows GlaDOS taunting Chell by holding her beloved Companion Cube just out of reach.

The inspiration came to me when I heard the Sexy Synthesizer cover of "You Can't Hurry Love" by The Supremes. The vocoded voice they use to me sounded like GlaDOS. So I thought I'd build a scene out of it.

STEPS TO REPRODUCE HUMOR:

1) When you hear the buzzer, stare at the art.

2) Then, contemplate this piece of music.

Ah, this brings back memories for some reason. Not because I played this game (I didn't), but looks like it came from an NES game. I love how well you do pixel art, and your pixel art is always made from scratch; it's never a base. That alone is royally impressive. You did very well on their likenesses and I love the background, as well. Excellent composition!

Interesting bit of trivia for you: the movie "Electric Dreams", which featured a PC that develops sentience after his owner accidentally spills champagne on it. The PC is initially benevolent, but soon grows jealous of the owner's would-be girlfriend and begins to sabotage his life and his work. The song "You Can't Hurry Love" is used throughout the movie, so there's sort of a rogue AI vibe going on with the song.

This is a nice, simple picture.
